1983年，来自马来西亚各地15个华人团体在槟城举行大会，并于翌年创办首届“马来西亚全国华团文化节”，目的是通过举办各种文化活动，推广中华文化，发扬中 华文化传统。自1984年起每年举办一届，由马来西亚各州中华大会堂轮流承办。
